Our University's Advisory Commission on Covid-19 Outbreak  (KOV KOM) gathered at the General Secretariat Meeting Hall on 17.09.2021 at 13:00; and has taken the following decisions to be implemented at our University in face-to-face instruction in 2021-2022 Academic Year fall semester.Our University's Advisory Commission on Covid-19 Outbreak  (KOV KOM) gathered at the General Secretariat Meeting Hall on 17.09.2021 at 13:00; and has taken the following decisions to be implemented at our University in face-to-face instruction in 2021-2022 Academic Year fall semester.
  1. All of our academic and administrative staff and our students who will continue face-to-face instruction must install the HES application on their mobile phones and turn the "Vaccination Status, Disease Status and Test Status" settings on in the "HES Code Settings" section, allow them to be inquired.
  2. Our staff and students who will be present at the campuses will deliver their vaccination cards and the HES codes which is valid for at least 6 months to the person who is determined by the academic unit administrations in advance for questioning , and update the information in case of any change.
  3. Those who have completed the recommended vaccination schedule, present their vaccination card, have had a disease in the last six months, or have received an additional dose of vaccination within six months after the infection will get face-to-face instruction with the HES code inquiries.
According to the Ministry of Health guidelines, situations in which the recommended vaccine schedule is considered complete are defined as follows;

  1. From fourteen days after the 2nd dose to the 4th month in individuals who received 2 doses of inactivated vaccine with a one-month interval,           
  2. Persons who received 2 doses of inactivated vaccine with an interval of one month, and received the 3rd dose of vaccine (inactivated vaccine or mRNA vaccine) in the third month after the 2nd dose,           
  3. After fourteen days of the 2nd dose in individuals receiving 2 doses of mRNA vaccine, one month apart, and           
  4. After a single dose of inactivated or mRNA vaccine administered within 180 days in individu als who have had the infection.
  1. Those who have not completed the recommended vaccination schedule, cannot show their vaccination card, or do not have an additional dose of vaccination within six months after their illness, will get face-to-face instrution with a negative PCR result taken in the last three days and daily HES code query. Those who do not have a negative PCR result taken in the last three days in the HES code query will not be allowed to buildings, classrooms and closed spaces not to endanger public health, and if they have entered these areas in some way, they will be taken out for this reason. That is why, it is strongly recommended to complete the vaccination schedule.
  2. In case of close contact with COVID-19 positive cases, those who have completed the recommended vaccination scheme, present their vaccination card, have been ill in the last six months, or have received an additional dose of vaccination within six months after the disease;
          a. For those people; they are registered in the HSYS "Case Tracking Module", but they are not seen as risky in the HES codes queries. They can continue their daily lives and face-to-face instruction by following protective measures (Mask use, Interpersonal distance, Hygiene) and their symptoms (disease symptoms).
           b. For those people; in case of symptom development, they apply to the health institution and give PCR test on the day of symptom development. In the absence of symptoms; they apply to the health institution on the 5th day of contact at the latest and give PCR test. If PCR tests are negative; HES codes do not become risky, people are not isolated and continue face-to-face training.
           c. Even if these people do not develop symptoms, if they do not have the PCR test which they have to give on the 5th day at the latest , the HES codes will become risky on the 6th day and they will get face-to-face instruction since they will be isolated.
            d. For those people; If the PCR test is positive on the day of the symptom development on the 5th day of the contact at the latest, they are taken into isolation and are not taken into face-to-face instruction.
